Pursuing montage outside the city would be pointless because the outsides would cause no change to America’s new system of burning knowledge. As of not pursing Montage outside of the city, instead they caught some else and used him as a scapegoat to strike fear into others. I think Montage leaving the system and joining the reissuance again burning book was a brave choice. A choice most would have left alone, becoming fearful of what might purse them in the city. Montages choice also shows he has knowledge, something America is trying to get rid of. Montage shows this knowledge by showing his is smart for leaving. Giving him knowledge against the dumbest of humans.
